Definition of a Royal Vampyre

I'm not certain why I want answer to such a question, when to be sincere I hardly have a clear picture as to what is a vampyre in general, regardless of their rank. So far I have heard of two definitions. I'm mainly looking for responses from the vampyres on this page for this question. What is the general healing time for each person on here from an average cut, not to deep but not to light either? What kind of medical attention did you give it, band aid, neosporin, stiches, etc.? I think I should mention placement as a factor as well. This is a new to me, BUT I was made aware through a friends friend, the quickest way a human can tell if someone is a vampyre is by looking at their eyes. For whatever reason it is believed that 95% of the time real vampyres have a dark if not black ring around the iris of their eye, regardless of eye color. Humans can have this to, but 95% of the time, its only vamps. Now Has anyone come across this? This is a pretty wild claim to make.

Latent Vampyre Phenomenon

This is something I wanted to ask for a while. It concerns the latent state of a vampyre and why does this state exist. This is something that I just cannot seem to clear out. In one of the topics here, on someone's question concerning types of vampyres, the reply was that the difference between a sang and a psy, is like different brands food for pets. From that I can assume that there is absolutely no essential difference. This is something I was wondering about, from the time I read in the website that turning is possible, I still have my doubts but then I don't have enough knowledge to discuss this properly, anyway.
The questions are:
'Why devise a way to turn a human being into a vampyre?'
